Terrorism is safer for terrorists as an group entity, since most countries have some ethics about the amount of collateral damage that’s acceptable. Of course, we do have some current leaders that seem to border on insane, so you may be right. But anyone even borderline sane knows that nobody wins in a nuclear war. It’s why we haven’t had a full fledged WWWIII since WWII.
